UPDATE - November 3, 2020

Resident advisory: 

Shell Federal Credit Union continues construction on a Corporate Office Expansion project at 301 E. 13th Street in Deer Park, Texas. The project, which includes construction of a parking garage and sky-bridge, will significantly increase both staffing capacity and parking at the corporate location.

Drivers are advised that the two westbound lanes of 13th Street will be closed beginning this week to allow for construction to continue. This partial roadway closure is anticipated to last between six and eight weeks. While the westbound lanes are closed, two-way traffic will be allowed on the two eastbound lanes of 13th Street.

Traffic controls and signage will be in place throughout the closure period notifying drivers of available lanes.

Shell Federal Credit Union continues construction on a Corporate Office Expansion project at 301 E. 13th Street in Deer Park, Texas. The project, which includes construction of a parking garage and sky-bridge, will significantly increase both staffing capacity and parking at the corporate location.

Drivers are advised that a portion of 13th Street will be closed on Saturday, October 31 to allow for the construction project to continue. All four lanes of the roadway will be closed for approximately ten hours, from 6:00AM-4:00PM, from Center Street to Ivy Avenue along the frontage of Shell Federal Credit Union.

During the closure, drivers are advised that detours will be available to through-traffic travelling east and west on both 8th Street and X Street.

Prior to the road closure, message boards notifying drivers of the closure date and hours will be placed at the intersection of Center Street southbound at 13th Street, Luella Avenue southbound at 13th Street, and 13th Street westbound at Luella Avenue. The signs will be placed four days prior to the closure.

Shell FCU will be open their normal business hours on Saturday, October 31 for their membership. There will be traffic controls put in place to help ensure safety.

Future 13th Street closures

According to the contractor for Shell Federal Credit Union, following the full closure of 13th Street on Saturday, October 31, partial closures of the roadway will take place over the next six to eight weeks.

Specifically, the contractor plans to close the two westbound lanes of 13th Street, allowing for two-way traffic utilizing the two eastbound lanes.

Traffic controls and signage will be in place throughout the closure period notifying drivers of available lanes. 


UPDATE (10/17/20 - 07:40PM) : While the contractor for the Shell Federal Credit Union construction project has made significant progress during today’s 13th Street closure, the closure period may extend past 8PM. Please continue to utilize the detour routes detailed below.

UPDATE - October 16, 2020

Shell Federal Credit Union continues construction on a Corporate Office Expansion project at 301 E. 13th Street in Deer Park, Texas. The project, which includes construction of a parking garage and sky-bridge, will significantly increase both staffing capacity and parking at the corporate location.

Drivers are advised that a portion of 13th Street will be closed on Saturday, October 17 to allow for the construction project to continue. All four lanes of the roadway will be closed for approximately eight hours, from 6:00AM-2:00PM, from Center Street to Ivy Avenue along the frontage of Shell Federal Credit Union.

The following weekend on Saturday, October 24, a final, full roadway closure will take place.

During the closures, drivers are advised that detours will be available to through-traffic travelling east and west on both 8th Street and X Street. The same detour routes will be available for both closure dates.

UPDATE – October 6, 2020

Drivers are advised that no road closure will take place on Saturday, October 10 – closures are still anticipated for October 17 and 24.


UPDATE - October 5, 2020

Shell Federal Credit Union continues construction on a Corporate Office Expansion project at 301 E. 13th Street in Deer Park, Texas. The project, which includes construction of a parking garage and sky-bridge, will significantly increase both staffing capacity and parking at the corporate location.

Drivers are advised that a portion of 13th Street will be closed on Saturday, October 10 to allow for the construction project to continue. All four lanes of the roadway will be closed for approximately four hours, from 6:30AM-10:30AM, from Center Street to Ivy Avenue along the frontage of Shell Federal Credit Union.

The following weekend, on October 17, all four lanes of the roadway will once again be closed. On that day, 13th Street will be closed from Center Street to Ivy Avenue from 8:00AM to 3:00PM. A final, full roadway closure will take place on Saturday, October 24 from 8:00AM to 2:00PM.

Shell Federal Credit Union continues construction on a Corporate Office Expansion project at 301 E. 13th Street in Deer Park, Texas. The project – which includes construction of a parking garage and sky-bridge – will significantly increase both staffing capacity and parking at the corporate location.

Specifically, the four-phase construction project includes a four-story parking garage with 668 parking spaces with a sky-bridge which will expand across 13th Street to connect the parking garage to the current building, a new five-lane drive-through for the current credit union building including 2 through the wall ATM’s, a new four-story building designed to office nearly 500 employees, and a remodel of the current credit union building which will hold over 200 employees.

The full construction project is scheduled to take between 20 and 24 months, with the project scheduled for completion in Spring 2022.

“The Board of Directors has expressed their deepest desire for the corporate office to remain in Deer Park. Since 1937, Deer Park has been Shell FCU’s home. To continue providing exceptional service to our members, we must grow and thus hire additional staffing. This creates many challenges and parking was one of them. This new structure is going to be one of a kind, especially in Deer Park. This is our home and our goal is to continue to give back to our community,” said Jose Rodriguez, CEO/President of Shell Federal Credit Union.

Residents and area drivers are advised that Thirteenth Street near the construction site will be closed for two full Saturdays in the coming months. The closures will allow for the installation of the sky-bridge. Additional information including detour routes will be provided as it becomes available.
