Listed here are the current notices for the City of Deer Park, Texas.

Section 551.002 of the Texas Government Code provides that every regular, special, or called meeting of a governmental body shall be open to the public. Section 551.031 provides that notices must:

(1) Be in writing and clearly state the date, hour, place, and subject of each meeting

(2) Be posted at least 72 hours prior to scheduled time of the meeting

(3) Be posted in two locations: On a bulletin board convenient to the public (Deer Park City Hall, located at 710 E. San Augustine), and on the City of Deer Park website

NOTICE OF PUBLIC HEARING

Deer Park Community Development Corporation

Notice of Public Hearing on Projects

Notice is hereby given that the Deer Park Community Development Corporation Board of Directors will conduct a public hearing on July 26, 2021 at 5:30 p.m. in the City Council Chambers of City Hall, 710 East San Augustine Street, Deer Park, TX 77536, at which time and place they will hear all persons desiring to be heard on, or in connection with, any matter or question involving the projects to be funded by the Type B Economic Development Sales and Use Tax for the following projects:

  1. New Community/Recreation Center Project. This project consists of design, construction, and equipping of a new Community/Recreation Center Complex.

The proposed community/recreation center complex is currently proposed to consist of three (3) new buildings, each located on the north side of Dow Park.

a) The first building (Community Center) is intended to house activity/program/meeting rooms and staff offices, to be constructed next door to City Hall on the site of the former City Hall.

b) The second building (Recreation Center) is intended to house the gymnasium, indoor walking track, and indoor pool to be built on the site of the current Community Center and Gymnasium after demolition of the current buildings.

c) The third building would be a new, outdoor swimming pool bathhouse replacing the existing outdoor swimming pool bathhouse.

The anticipated timeline for construction of the new Community/Recreation Center Complex is approximately 44 months.

The estimated cost is approximately $42.6 million. Costs would include all professional services (architectural, engineering, geotechnical, surveying, etc.) construction, and equipping and furnishing of the facilities.

Estimated cost is approximately $42.6 million. Type B sales tax revenues are currently expected to be used to pay projects costs initially financed with the proceeds from sale of Certificates of Obligation of approximately $40,225,000 and in addition it is expected that Type B fund balance of approximately $2,500,000 will be used for the project.  However, the CDC may pursue other financing methods if they are beneficial to the project.   

II.          Additional Parking and/or Lighting at youth recreational sports complexes. 

Under the original Type B election three (3) youth recreational sports complexes were authorized and construction as follows:

a) renovation of baseball fields at the Spencerview sports complex (Durant Fields);

b) renovation of the girls softball facilities at the Youth Sports Complex;

c) development of the new soccer field complex on East Blvd.

Parking lots and lighting were included as part of these projects. However, funds were not sufficient to complete all of the necessary parking and lighting. This project would add additional parking and/or lighting at these facilities.

Approximately $6,000,000 in existing Type B fund balance is available for this additional parking and/or lighting.

III.             Proposal to expend funds on maintenance and operating costs of the Community/Recreation Center project.

The May 1, 2021 Type B continuation election included authorization for the proceeds for the Type B sales and use tax to be used for the maintenance and operating costs of the Type B projects. Pursuant to this authorization, it is proposed that a portion of the proceeds for the Type B sales and use tax to be used for the maintenance and operating costs of the new Community/Recreation Center project.

NOTICE OF INTENTION TO ISSUE CERTIFICATES OF OBLIGATION

NOTICE IS HEREBY GIVEN that the City Council of the City of Deer Park, Texas (the “City”), will meet at City Hall, 710 East San Augustine Street, Deer Park, Texas, 77536 at 7:30 p.m. on the 17th of August, 2021, which is the time and place tentatively set for the passage of an ordinance and such other action as may be deemed necessary to authorize the issuance of the City’s certificates of obligation (the “Certificates”), in the maximum aggregate principal amount not to exceed $25,225,000, payable from ad valorem taxes and from a limited pledge of a subordinate lien on the net revenues of the City’s waterworks and sanitary sewer system, bearing interest at any rate or rates not to exceed the maximum interest rate authorized by law, as shall be determined within the discretion of the City Council of the City at the time of issuance of the Certificates, and maturing over a period not to exceed forty (40) years from the date of issuance, for the purposes of evidencing the indebtedness of the City for all or any part of the costs associated with the (i) the design, construction, improvement and equipment of parks and recreational facilities, including: (a) a community and recreation center and (b) youth recreational sports complex improvements, including parking and lighting for such facilities, and (ii) the costs of professional services related thereto. The estimated combined principal and interest required to pay the Certificates on time and in full is $35,538,122.  Such estimate is provided for illustrative purposes only, and is based on an assumed interest rate of 2.90%.  Market conditions affecting interest rates vary based on a number of factors beyond the control of the City, and the City cannot and does not guarantee a particular interest rate associated with the Certificates. As of the date of this notice, the aggregate principal amount outstanding of tax-supported debt obligations of the City (excluding public securities secured by an ad valorem tax but designated by the City as self-supporting in Resolution No. 2021-04, dated June 1, 2021, which resolution is available from the City upon request) is $26,269,680, and based on the City’s expectations, as of the date of this notice the combined principal and interest required to pay all of the outstanding tax-supported debt obligations of the City (excluding public securities secured by an ad valorem tax but designated by the City as self-supporting) on time and in full is $31,814,999.
