Chief Officers

Fire Chief: Don Davis


​Chief Davis has been with the Deer Park Volunteer Fire Department since November of 1976. He has served in many positions in the fire department on both the Executive side and the Line Officer side, last serving as Assistant Chief and Training Officer. He was recently elected as Fire Chief, a position he has previously held as well, and oversees the entire department.

​He is retired from Dow Chemical (2006) and then went to work as Fire Chief for Pasadena refining, retiring from there in September of 2015.

​He is a certified Master Firefighter with the State Fireman and Fire Marshal's Association of Texas and is a graduate of The University of Houston with a Bachelor's of Science in Safety, Health, and Fire Protection.

Assistant Chief: Phillip Arroyo


​Chief Arroyo has served in multiple Line Officer roles including Station 2 Fire Lieutenant and Station 2 Deputy Chief over the course of 8 years. Phillip has attained 2 Bachelor of Science degrees, a Masters of Science degree, is commissioned as an intermediate level firefighter through the Texas Commission on Fire Protection, and is a certified Firefighter II with the State Fireman and Fire Marshal's Association of Texas.

​In his current capacity, Chief Arroyo is tasked with ensuring the operational readiness of the fire department's fleet and its members. Additionally Chief Arroyo serves as the department's training chief, coordinating training sessions and maintain the department's training record.

​Chief Arroyo currently works for an engineering construction company as an HSE Manager and has previously served as the Director of the American Red Cross with duties including community preparation for disasters and crisis response.

Deputy Chief of Emergency Medical Services: Cheri Perches


​Chief Perches has served 19 years with the Deer Park Volunteer Fire Department and over 25 years in public service. She is a Paramedic and is certified as a Firefighter 1 with the State Fireman and Fire Marshal's Association of Texas.

​As Deputy Chief EMS, Cheri's responsibilities include the licensing of EMS equipment, ambulances, and staff, coordination of instruction of EMS training and drills, maintenance of Department of Health Services records for all EMS providers, completion of necessary DEA and FDA reports, staff monitoring and development of job duties/ responsibilities, review of all medical reports for quality and accuracy, review/ audit of daily inspections, and interfacing with the Director of Emergency Services for all activities related to EMS services for the City of Deer Park.

Station 1 Deputy Chief: Clyde Coxie


​Chief Coxie has served with the Deer Park Volunteer Fire Department for 13 years.

​Before joining DPVFD he was a member of Pasadena Volunteer Fire Department for 5 years. Since joining DPVFD, Chief Coxie has held the positions of Executive board, including the chair person, Station 1 Fire Lieutenant, Station 1 Fire Captain, and Gift of Christmas chairperson.

​In his current role, Chief Coxie oversees Station 1 with approximately 30 firefighters and EMS personnel and ensures the readiness of all station equipment.  

​Chief Coxie is certified as a Firefighter II with the State Fireman and Fire Marshal's Association of Texas.

Station 2 Deputy Chief: Justin Crow


​Chief Crow has served with the Deer Park Volunteer Fire Department for 7 years. Since joining DPVFD, Chief Crow has held the positions of President, Station 3 Fire Lieutenant, and Station 2 Fire Captain. He is certified as a Firefighter II with the State Fireman and Fire Marshal's Association of Texas and is a commissioned firefighter through the Texas Commission on Fire Protection.

​In addition to serving the City of Deer Park, Chief Crow is also serving the City of La Porte as a career firefighter.

​In his current role, Chief Crow oversees Station 2 with approximately 50 firefighters and EMS personnel and ensures the readiness of all station equipment.

Station 3 Deputy Chief: James Varley


​Chief Varley has served with the Deer Park Volunteer Fire Department for 33 years. Previously Chief Varley has served the department as Assistant Chief and Training Officer and he is certified as a Master Firefighter with the State Fireman and Fire Marshal's Association of Texas.

​Day to day, Chief Varley is in charge of the department's personal protective equipment (PPE) and breathing air systems. Additionally he oversees Station 3 with approximately 20 members and ensures the readiness of all station equipment.
