During their August 17, 2015 meeting, the Board elected officers, reviewed and passed their bylaws and discussed meeting dates and times for the next year. Haight (back right) accepted the position of President.
On February 26, 2015 the Deer Park City Council adopted Ordinance No. 3706 calling a special election on May 9, 2015 to submit a proposition on the question of the adoption of a Type B economic development sales and use tax for public park purposes and events at the rate of one-half of one per-cent.
On May 9, 2015, the voters of the City of Deer Park voted and approved the Type B economic development sales and use tax.
On June 17, 2015, the City Council passed a resolution creating the Deer Park Community Development Corporation (a Type B Corporation), and the group held its first meeting - a joint workshop with the Council - on July 30.
As approved by the voters, the tax to be collected would support the following projects:
- $1,500,000 for the replacement of the restroom facilities in Dow Park with a new pavilion structure that includes a stage, restrooms, and a concession stand;
- $6,000,000 for the renovation and expansion of the Community Center and Gym to include an indoor pool;
- $2,000,000 for the expansion of the existing Maxwell Center and parking lot;
- $3,000,000 for the renovation of baseball fields including but not limited to the Spencerview Sports Complex (Durant Fields);
- $3,000,000 for the renovation of the girls softball facilities at the Youth Sports Complex;
- $4,000,000 for the development of soccer fields; and
- g. $500,000 for the development of hike and bike trails.
The Deer Park Community Development Corporation and City Council approved a Master Service Agreement and initial set of task orders for the first set of Type B sales tax-funded parks projects with Houston firm Halff Associates.
The first set of projects included complete renovation of the Spencerview sports complex; replacement of the restroom facilities in Dow Park with a new pavilion structure which will include restrooms, concessions and a stage; complete programming for both the Community Center and the Maxwell Center; and a feasibility study for a potential site for a future soccer complex.
During the April 25 meeting of the Deer Park Community Development Corporation, the board took action on both the Spencerview Athletic Complex and a future soccer complex to be located at the intersection of East Street and Thirteenth Street.
First, the board recommended a Soccer Feasibility Study as well as a task order for architectural services - to include design and construction - for the soccer complex.
Second, DPCDC recommended a Baseball Concept and job order contract with T.F. Harper for renovation and expansion of the Spencerview Athletic Complex.
After receiving the recommendations from DPCDC, the City Council approved all items during their regular meeting on May 3.

During their regular meeting August 2, City Council approved two task orders related to Deer Park Community Development Corporation (Type B) projects.
The task orders - each with Halff Associates, Inc. - authorized architectural services for the Maxwell Center renovation and expansion and parking lot expansion project and for renovations of the girls' softball facilities at the Youth Sports Complex.
As well, Council accepted programming for the Maxwell Center renovation and expansion and a Dow Park Pavilion concept, also conducted by Halff Associates.
Prior to Council's approval, all items were reviewed and approved by the DPCDC during their most recent meeting on July 25. The Parks and Recreation Commission also reviewed the recommendations during their August 1 meeting. During their regular meeting on Tuesday, November 1, City Council approved several items impacting ongoing Type B-funded projects including renovations of the girls’ softball facilities at the Youth Sports Complex and construction of the Dow Park Pavilions.
All items approved by Council had been previously recommended for approval by the Deer Park Community Development Corporation (Type B) during their last regular meeting on October 24.
After discussing the items during their workshop, City Council granted authorization to seek bids for a contractor to construct the Dow Park Pavilions, with an estimated project cost of $1.5 million. Council also approved agreements with CorWorth Building Systems, Restroom Facilities Ltd., and PlayWell Group for various aspects of the project including pavilion buildings and structures. As well, Council accepted the conceptual design of the renovations of the girls’ softball facilities at the Youth Sports Complex. An image of the conceptual design is provided below.
During their December 6 meeting, Council will consider approval of a notice of intention to issue $2.7 million in certificates of obligation for the girls’ softball renovations. The CDC board recommended this action during their October 24 meeting.
During their regular meeting on Tuesday, February 7, City Council approved several items impacting ongoing Type B-funded projects including renovations to the Maxwell Adult Center. All items approved by Council had been previously recommended for approval by the Deer Park Community Development Corporation (Type B) during their last regular meeting.
The City of Deer Park Parks and Recreation Department would like to thank our residents for their patience as construction continues on the new Dow Park Pavilions and new restrooms.
As of early July, the restroom structures have been built offsite and are awaiting shipment to Dow Park. The site for the pavilions, which required additional time due to a change order addressing plan revisions, is also in progress. Total completion of the Dow Park Pavilions, contingent on weather, is anticipated for Fall 2017.
“We are so excited to see the major changes these two new pavilion structures and restroom facilities will bring to Dow Park,” said Parks and Recreation Director Charlie Sandberg. “Once they’re open, our residents and visitors will be able to rent the facilities for birthday parties, family and kids’ events, senior groups and departmental programming.
“This will also be the venue for next year’s Summer Concert Series and other PARD programming throughout the year. They are going to bring a whole new life to our city!”
Sandberg also wished to remind residents that many staples of Dow Park - from the splash pad and the swimming pool, to the tennis courts and baseball fields, to the rose garden, small back pavilion and south restrooms - remain safely accessible to the public during construction.
“The area that is under construction for the new pavilions is clearly marked and not available for citizen use, but the rest of the park is still open and we have activity going on every day,” he said. “The park is accessible from both the north and south entrances, and alternate walking paths have been created to allow joggers to continue to utilize the park.
“Also, an additional parking lot has been opened behind City Hall with an additional 49 spots, so it’s a great time to visit the area!”
